Judge Hearing Red-Light Camera Challenge

Minneapolis (AP) ― A Hennepin County judge hears a challenge today to Minneapolis' new system for catching red-light runners.

The American Civil Liberties Union of Minnesota is challenging the "photo cop" system.

Earlier this year, Minneapolis installed 16 cameras at intersections across the city. The cameras take pictures of cars that run right lights, and police send a $142 ticket to the owner of the car.

A driver who says he wasn't operating a car the day the citation was issued is challenging his ticket.

The ACLU wants the ticket dismissed -- saying under state law, police need to ticket the driver, not the owner of the car.

Minneapolis police say 22,000 people have been ticketed in the mail under the program since July.
