Winona, Minn. (AP) ― Top federal officials are headed to southeast Minnesota for a firsthand look at this week's catastrophic flooding.

Homeland Security chief Michael Chertoff and FEMA administrator David Paulison will join Gov. Tim Pawlenty Thursday afternoon.

Pawlenty wrote to President Bush this week, seeking a quick disaster declaration that would free up federal money for the people and towns affected.

State officials said today that aid depends on the federal declaration.
