Gov. Tim Pawlenty has signed off on a plan to balance the budget without legislative consent, giving one of his top appointees the go-ahead to make cuts.
Pawlenty approved the plan laid out by Management and Budget Commissioner Tom Hanson.
His office released a one-sentence letter from the governor to Hanson.
Hanson's staff will adjust the state accounting system to strip out $2.7 billion in payments set to go out over the next two years, including $1.3 billion for the budget year that began Wednesday.
The changes will be made over the next month and a half.
Schools will wait longer for state aid checks, while health and welfare programs, local governments, colleges and universities and most state agencies will get less money.
