Edina Mayor Jim Hovland said he's running for Congress to bring together Democrats, Republicans and independents for change.
Hovland formally kicked off his campaign for Minnesota's 3rd Congressional District on Monday at an Eden Prairie transit center.
Hovland -- a former Republican -- is running for the DFL endorsement against state Sen. Terri Bonoff and Iraq war veteran Ashwin Madia.
But Hovland left the door open to running in the primary if he doesn't get the endorsement.
He said his top priority in Congress would be to shore up pensions, health care and Social Security programs to help the middle class. He also said he would consider raising the federal gas tax for transportation improvements.
The 3rd District seat -- which represents western Twin Cities suburbs -- is open because longtime Republican Rep. Jim Ramstad is retiring.
On the GOP, state Rep. Erik Paulsen is raising money and is expected to formally enter the race soon.
