Minn. Cities Face Caps On Property Tax

ST. PAUL (AP) ― The cap on property taxes that's soon to be signed into law has enough loopholes to makes its effect on taxpayers unclear.

In the waning days of the session, lawmakers reached a deal on capping property taxes at 3.9 percent for each of the next three years. The measure also includes several exemptions some cities will likely use to go above the limit, such as for policing.

The state's revenue commissioner says the administration tried to make the cap meaningful to taxpayers while also providing some safety valves for cities.

Officials say cities may end up maxing out their levies for each of the three years. Or they could press for a big tax hike once the cap is lifted.
