Gov. Tim Pawlenty says his budget will hold down costs in health and welfare programs and some people will lose state help.
Pawlenty, speaking on Minnesota Public Radio's "Midday" program, says the budget he will release on Tuesday gives those programs a 4 percent increase over the next two years.
They had been scheduled to rise about 19 percent.
The GOP governor says expectations need to be adjusted.
He says a stimulus package from the federal government may mitigate some of the pain.
Pawlenty's budget proposal lays the groundwork for deliberations with lawmakers to erase a nearly $5 billion deficit.
