CA Car Emissions Rule Narrowly Passes MN Senate

ST. PAUL (AP) ― Legislation requiring Minnesota to adopt California's clean car standards is still alive after barely surviving a Senate committee.
  
The Senate Environment and Natural Resources Committee voted 6-5 to move the bill on without a positive recommendation, signaling an uncertain future for the bill. It next heads to a government operations panel.
  
Senator LeRoy Stumpf says it's moving too fast and could hurt Minnesota.
  
But the bill's sponsor, Senator John Marty, says the standard will help the state meet climate change goals by cutting emissions that contribute to global warming.
  
The rule requires new cars and light trucks to emit 30 percent fewer greenhouse gases by 2016. More than a dozen states have adopted the standard, but so far, the federal government has blocked its implementation.
  
Marty amended his bill to say Minnesota would revert to federal rules if California tried to apply its standard to ATVs, snowmobiles, boats or lawn mowers.
