A 74-year-old North Minneapolis woman is now charged with cruelty to animals and obstruction of the legal process after authorities found more than two dozen dogs in her home.
When police and animal control workers went to Loretta Roach's home, they said the smell of urine and feces was so strong it made their eyes hurt.
They say Roach used her body to block the dogs and she kicked an officer in the shin.
