The American Civil Liberties Union has asked a federal appeals court to reject the Obama administration's request that pictures of detainee abuse be kept secret.
The papers were filed Monday with the federal appeals court in Manhattan.
The Obama administration last week asked the court to keep the pictures secret, saying they could incite violence in Pakistan as well as in Iraq and Afghanistan.
ACLU lawyer Amrit Singh says the new filing argues that there really are no legal grounds for the government to seek to undo the mandate of the 2nd U.S. Circuit Court of Appeals.
The government has said it wants to appeal the case to the Supreme Court.
A government spokeswoman did not immediately return a message for comment.
