Gov. Tim Pawlenty is meeting with top advisers and staff to prepare to cut Minnesota's budget on his own.
Pawlenty plans to cancel spending and delay payments after the session ended Monday without a balanced budget.
Democrats sent him a tax bill similar to the one he vetoed earlier this month.
Republican House Minority Leader Marty Seifert says he expects the cuts to be as humane as possible but he warns they will be deep.
Meanwhile, top legislative Democrats are flying around the state talking about the session that ended without a budget deal.

The President of the U.S. was granted the power to line-item veto legislation in 1996. In 1998, U.S. Supreme Court ruled that law unconstitutional. Most state governors retain this power, however.
