A St. Louis County judge has ruled in favor of the city of Duluth in a dispute over employee layoffs.
Last week the city's AFSCME union filed for a restraining order to prevent the 21 layoffs, which were made to chip away at a $6.5 million deficit. The layoffs took effect Tuesday.
At issue was whether the city could cut the full-time staffers while 43 part-time and temporary workers stayed on the payroll.
Judge Eric Hylden ruled Wednesday the layoffs are legal and did not grant a restraining order.
Union leaders said they're not giving up and will try to find a legal way out, such as working a mediator or arbitrator or seeking change through the city's civil service board.
