Duluth Budget Includes Tough Proposals

DULUTH, Minn. (AP) ― Duluth Mayor Don Ness has come up with a balanced budget for 2009, but the City Council will need to pass some tough proposals in order to make it work.
  
The budget calls for a slight increase in property taxes and for cutting about 37 full-time jobs through attrition and layoffs. Twenty-three of those layoffs took effect this week.
  
Ness also wants the City Council to approve final sale of the Minnehaha stained-glass window, the sale of Park Point land to developers, and a new monthly fee for street lights and signals.
  
Ness says the budget will put the city on a course to succeed. And if the proposals aren't passed, the city could face another deficit.
  
The City Council hasn't cooperated with every idea. But some members say they admire the mayor's plan.
  
Ness's $81.7 million budget is a 1 percent increase over 2008.
