The Bureau of Criminal Apprehension says a 10-year law enforcement veteran, Todd Waldron, was in an unmarked vehicle and wearing plain clothes when he shot 24-year-old Tyler Heilman.

The Le Sueur County Attorney said charges will not be filed against a Le Sueur County sheriff's deputy who shot and killed an unarmed man in July.
Tyler Heilman, 24, was wearing only swimming trunks when deputy Todd Waldron, dressed in plainclothes, shot him twice in the chest outside an apartment building in Kasota.
A grand jury deliberated for about two hours Friday night after hearing testimony.
Witnesses say Heilman and Waldron wrestled after the deputy asked for Heilman's driver's license without telling him he was a law enforcement officer. They say when Heilman jumped off Waldron, the deputy shot him without warning.
The grand jury had been asked to consider charges of second-degree intentional murder and second-degree unintentional murder against Waldron.
The grand jury's decision was unwelcome to Heilman's friends.
"It's ridiculous. I'm in shock right now," Amber Hagan said. "I don't feel like Tyler gets justice."
Assistant Anoka County Attorney Andrew Johnson, who handled the case, said some details about what happened have yet to emerge. He said some witnesses to the shootings gave accounts that differed from Heilman's friends.
Heilman's family and friends rallied outside the Le Sueur County Sheriff's Department saying they will never forget what happened. They said they are considering filing civil charges against Waldron.
