Murder Plot Victim Wants To Know Why Man Is Free

A Twin Cities man is speaking out after police uncovered another man's detailed plan to kill him.
Police said 19-year-old Andrew Busskohl of Woodbury had plans to kill Jim Fratto and take some of his body parts.
Now Fratto wants to know why Busskohl -- who wanted him dead and allegedly packed a bag of supplies to do it -- was released from custody so quickly and is living just a few blocks away from his home.
"He bought all the resources to murder me. He did the first step -- he came to my house, cased my house, broke the window and intended to come back and murder me," said Jim Fratto.
Just three days after Busskohl as charged with attempted burglary and harassment he was sent home.
Margaret Stone lives next door to Busskohl. She said the neighbors feel like they've been left in the dark.
"Our heart's go out to the Busskohl-Carlson family ... we know they're doing the best they can for Andrew, to get him well ... but we'd just like to know what's going on," said Stone.
The Washington County Attorney's office said Busskohl's family posted the $100,000 bail and was let go. He is ordered to stay inside and under supervision at all times. The County Attorney's office wouldn't comment what came of his psychiatric evaluation.
"Obviously today my children are still playing outside with their friends. But have we changed some things? We definitely have. I think we keep our garage door shut a lot more now," said Jodi Thomas, who lives next to Fratto.
Neighbors like Thomas may have made some changes, but most of all safety is top of mind after what their neighbor and friend Fratto went through.
Busskohl has probation officer assigned to him who makes daily phone calls to his home to make sure he's there. So far, we're told he has been in compliance with the conditions that were set.
