Man Accused Of Plotting Gruesome Murder

A 19-year-old from Woodbury is accused of plotting a particularly gruesome murder that the Washington County Prosecutor says is one of the strangest cases he's ever seen.
It started a week ago, when the people who live in one neighborhood in Woodbury heard the sound of a window shattering. They thought a burglary was happening at James Fratto's home.
Dogs next door started barking and Fratto woke up but he didn't find the burglar nearby.
According to investigators, it turned out a man, Andrew Busskohl, was just setting himself up for a second visit to the home a couple days later.
Busskohl allegedly had bigger plans; to stab Fratto or slash his throat and then cut-off his eye-lids or cut-out his heart.
"Very bizarre case," said Doug Johnson, the Washington County Attorney. "That's why, right now, we've got him in a psych unit and we are having him examined to find out what his thought-process is."
Investigators searched Busskohl's home and car and inside the car they found a backpack that contained a swimming cap, latex gloves and a small pry-bar.
Police also said they found tweezers, scissors and a scalpel inside it, along with a small map to Fratto's home and a card with his name and address on it.
"Well, you don't get people who pick a name out of a telephone book and decide they're going to kill them. That's just not rational thought process," said Johnson.
Busskohl's now charged with attempted burglary and harassment in this case. Experts are examining him at a psychiatric unit and he could be committed to a state hospital or he might go to jail for this crime.
The Washington County Attorney won't know what's next until that evaluation is done.
