Officer, Man He Shot Named In Fatal Shooting

Police said the off-duty officer was leaving the nearby police station when he noticed a vehicle driving erratically.

Police say the officer involved in the shooting that took place in St. Louis Park early Tuesday morning was Officer John Herman, who has been with the St. Louis Park Police Department for more than five years.
The Hennepin County Medical Examiner said the man Herman shot and killed was Jason Anthony Martin, 29.
The medical examiner is calling the death a homicide from multiple gunshot wounds.
Before the shooting, Martin had been in the Anoka County Jail in the last two weeks. He was arrested for domestic assault and assault in Blaine on Oct. 23.
Martin also has previous tickets and arrests for driving after his license was revoked, not having proof of insurance in 2004 and underage drinking in 2000.
The shooting occurred at about 2:20 a.m. Tuesday on Minnetonka Boulevard and Salem Avenue. Herman has been placed on paid administrative leave pending the outcome of an investigation.
Police say he holds a good performance record, free of blemishes.
Police said Herman had just finished his shift and was leaving the nearby police station when he noticed a vehicle driving erratically.
Herman pulled the vehicle over. A fight ensued between Herman and Martin. It's not clear whether Martin was driving the car or not.
Herman shot and killed Martin. Police said Herman was not injured, but was taken away from the scene in an ambulance.
Police say Herman was driving a personal vehicle at the time of the incident.
The other occupant in the vehicle was arrested by the Hennepin County Sheriff's Office on an outstanding warrant. The Hennepin County Sheriff's Office is investigating the incident along with St. Louis Park Police.
Police ended up closing Minnetonka Boulevard between Toledo and Raleigh Avenues until 11 a.m. Tuesday.
Ellie Borson's daughter lives in the quiet block sealed off with crime scene tape for more than 10 hours as police investigated.
"There was a body in the driveway," she said. "The body was, the person was shot by police."
Jerry Elliott raised his family in this neighborhood.
"It's kind of shocking," he said.
St. Louis Park City Hall was to remain accessible for voters trying to access its two polling locations.
