Man Charged In Duluth Rapes Found Incompetent

DULUTH, Minn. (AP) ― A judge has ruled that a man charged with 18 felonies in the sexual assaults of three women in Duluth is mentally incompetent to stand trial.

St. Louis County District Judge Mark Munger made the ruling Monday about 26-year-old Lance A. Moore. The judge followed the recommendations of two psychologists.

Police say Moore admitted entering the homes of three female residents of Duluth's East Hillside neighborhood. They were violently raped.

Moore allegedly told investigators he started breaking into houses when he was a teen and had possibly assaulted 14 women in the Duluth area.

Public defender Dan Lew represents Moore in the criminal case. Lew said he couldn't comment on whether his client has any remorse for his alleged actions.

The ruling suspends the criminal proceedings against Moore. He'll stay in the county jail while prosecutors move to have him civilly committed.
