Man Who Was Arrested, Tasered By Cop Pleads Guilty

(WCCO) The man shown on video being tasered in the neck by a Minneapolis police officer pleaded guilty to damaging property.

Rolando Ruiz, 18, pleaded guilty to a reduced charge Thursday in Hennepin County Court.

Ruiz was arrested on April 30, 2009, for throwing a rock through a window of an officer's personal car parked in the lot by the 2nd Precinct station in Minneapolis.

That arrest garnered national attention because of the video of Ruiz being tasered while both of his hands were on the squad's hood. That prompted many to question if the officer went too far during an arrest.

Ruiz's attorney said he accepted responsibility for what he did to an officer's car and was ordered to pay restitution. The cop's car that was damaged does not belong to the officer who tasered him.

Ruiz was originally charged with a felony but it was dropped down to a gross misdemeanor.

Ruiz's attorney is preparing to sue the Minneapolis Police Department for $75,000 and wants the officer involved to be reprimanded.

Ruiz is also on several years probation from an incident last year where he pulled a gun on a couple of men in a parking lot in Prior Lake. Read the criminal complaint for more details.
